ST Status Paharis Jubilant over introduction of bill in Parliament.
The introduction of a bill regarding granting of
scheduled tribe (ST) status to Paharis in Parliament today, has led to
jubilations among the Pahari community.

The passing
of the much-awaited bill of reservation in favour of the Pahari tribe of the
Jammu & Kashmir Union Territory in the Lok Sabha today has brought immense
jubilation to the tribe. The Pahari community spread over the length and
breadth of the J&K UT has termed the passing of the bill as a dream come
true for the Pahari ethnic tribe that has been persistently striving for this
just cause for more than four decades.
In this
connection, the Pahari writers, litterateurs, cultural activists and other
members of the creative fraternity have hailed the political leadership of the
country for rectifying the historical wrong while remembering the contribution,
constant struggle and the untiring efforts of the Pahari leadership of the
tribe over the decades.
The writers
and artists have further described the passing of the reservation bill in
favour of the Pahari tribe as a historical milestone that will go a long way in
restoring the cultural pride and sense of identity among the members of the
tribe.
Various
literary and cultural NGO’s, working for promotion, preservation and
documentation of Pahari culture, language, literature, art, music and theatre
and other creative fields, have congratulated the Pahari people while urging
the members to be proud of their cultural legacy and ethnic identity.

پارلیمنٹ کے ایوان زیریں لوک سبھا
میں بدھ کے روز یعنی 26 جولاٸی 2023 کو مرکزی وزیر براٸے قباٸیلی امور ارجن منڈا
نے پہاڑی قبیلہ سمیت جموں وکشمیر کے اندر چار قباٸل کو شیڈیول ٹراٸب زمرہ میں شامل
کرنے لٸے Constitution (Jammu and Kashmir) Scheduled Tribes Order
(Amendment) Bill 2023پیش کیا۔ اس کے تحت درج فہرست
قباٸل کی فہرست سے متعلق 1989کے پہلے آرڈر میں مزید ترمیم کرکے پہاڑی ایتھنک
ٹراٸب۔ پاڑری ٹراٸب اور گدا برہمن نامی چار قباٸل کو اس فہرست میں شامل کر
لیا جاٸےگا۔ اب جموں وکشمیر کے اندر شیڈیول ٹراٸب زمرہ میں شامل قباٸل کی
تعداد16ہو گٸی ہے۔ لوک سبھا سے یہ بل پاس ہونے کے بعد راجیہ سبھا میں پیش کیا جاٸے
گا وہاں سے بھی منظوری ملنے کے بعد صدرجمہوریہ ہند کی مہر ثبت کرنے کے لٸے اس کو
راشٹر پتی بھون بھیجا جاٸے گا۔ پھر گزیٹ نوٹیفیکیشن جاری ہونے کے بعد اس کا عملی
اطلاق ہوگا۔ اس متعلق اگر کوٸی کلاسیفکیشن کی گٸی تو وہ جموں اینڈ کشمیر ریزرویشن
ایکٹ 2004کی دفعہ 24کے تحت حاصل اختیارات کا استعمال کرتے ہوٸے جموں وکشمیر یوٹی
انتظامیہ نوٹیفکیشن جاری کرسکتی ہے۔
فی الحال اس ترمیمی بل میں پہلے
سے شامل ایس ٹی قباٸل اور نٸے شامل ہونے والے ٹراٸب کو الگ الگ کوٹہ دینے یا زمرہ
میں شامل کٸے جانے سے متعلق کوٸی زکر نہیں۔ اس کا مطلب یہ کہ اب یہ قباٸل بھی ایس
ٹی کی تمام مراعات ,رعایات کے حقدار ہیں جو آٸین کے تحت ایس ٹی کو دٸیے جارہے ہیں۔
سب سے اہم اور حل طلب سوال یہ ہے
کہ کیا نٸے چار قباٸل جنہیں اس ایس ٹی زمرہ کی فہرست میں شامل کیا گیا ہے۔ کیا وہ
بھی سیاسی ریزرویشن کے مستحق ٹھہریں گے؟، کیونکہ شیڈیول ٹراٸب کے لٸے جو9نشستیں
ریزرو کی گٸی ہیں وہ سال 2011کی مردم شماری کے مطابق دستیاب ایس ٹی آبادی کے تناسب
سے ہیں۔
پہاڑی ایتھنک گروپ، پاڈری ٹراٸب
،گدا برہمن اور کولی قباٸل کی کل آبادی کتنی ہے۔ اس کے مستند اعدادوشمار رجسٹرار
جنرل آف انڈیا/محکمہ شماریات کے پاس دستیاب نہیں۔ فی الحال نٸے ٹراٸب کو الگ سے
کوٹہ ملے گا۔ کتنا ملے گا۔اس متعلق اس بل میں کوٸی زکر نہ ہے۔
سوشل میڈیا پر اپنے اپنے اندازے
کے مطابق الگ الگ فارمولے پیش کٸے جارہے ہیں جن میں صداقت نہ ہے۔ اس کے لٸے ابھی
انتظار کرنا ہوگا۔
